<p>After winning the Gold Prize and Grand Prix at the recently concluded Bratislava International Music Festival in Bratislava, Slovakia last July 4, the Manila Symphony Junior Orchestra (MSJO) repeated its success three days later by winning the First Place, with Outstanding Success for String Orchestra Category at the 2024 Summa Cum Laude International Music Festival in Vienna, Austria. The competition was held July 7 at the Golden Hall of the Musikverein, one of the most iconic concert venues in the world.<br>
    Together with the MSJO, first place was also awarded to the Hsing Lung String Orchestra from Taiwan while second place went to the Hong Kong Youth Strings and the Taipei Municipal Zhongzheng Junior High School while the Third Place went to the Singapore National Youth String Orchestra.<br>
    The 40-member orchestra’s European Concert Tour started June 29 with performances in Budapest, Salzburg, and a competition in Bratislava, where the group scored 99 points and was awarded the only Grand Prix given to participating orchestras. They will continue with a concert at the MuTh Theater in Vienna on July 8 and will perform at the Winner&#8217;s Concert at the Vienna Konzerthaus on July 9. Their tour continue to Prague, Czech Republic with a concert at the Smetana Hall on July 11 before returning to the Philippines on July 13.<br>
    The entire 2024 European Tour of the MSJO was sponsored by Standard Insurance, led by its Group Chairman Ernesto “Judes” Echauz, who is joining the group for the entire duration of the tour.<br>
    The MSJO performed a program consisting of Puccini’s Crisantemi, Dvorak’s Scherzo from Serenade for Strings, Stephan Koncz’ A New Satiesfaction, Ernani Cuenca’s Nahan arranged by Cyro Cloud Bon Moral, and Tagu-taguan by Ryle Nicole Custodio. The group performed their repertoire entirely from memory.<br>
    The Summa Cum Laude International Music Festival is one of the most prestigious music festivals for young musicians. This year’s festival, led by Artistic Director Prof. Saul Saks and Managing Director Christian Bender was attended by over 2000 participants from 14 countries and 38 distinct ensembles<br>
    MSJO was led by its conductor Jeffrey Solares, executive director of the MSO Foundation and Associate conductor of Manila Symphony Orchestra (MSO), and current MSO Concertmaster Sara Maria Gonzales and MSO Principal cellist Arnold Josue.<br>
    Vittorio Vicenzo “Vinci” G. Vizcocho V, son of Subic Bay News Publisher Vic V. Vizcocho, Jr. and Managing Editor Louella is a member of MSJO, a youth orchestra training project of the MSO Foundation, whose project include the MSO, one of Asia&#8217;s oldest orchestra, the MSJO, and the MSO Music Academy.<br>
    The MSO Foundation is currently applying to be chosen as one of the National Performing Arts Companies (NPAC) where it hopes to be chosen as a National Orchestra under the Republic Act 11392  that will allow deserving non-government performing arts companies to receive regular funding from the Philippine government. <p>SUBIC BAY FREEPORT ZONE – The Philippines’ largest petroleum products import storage facility will be asked to explain why it should not be penalized for what is believed to be a fuel oil slick that emanated from its piers on Maundy Thursday, March 28.</p>



<p>Senior Deputy Administrator Amethya dela Llana, head of Ecology Department of the Subic Bay Metropolitan Authority (SBMA) said she “will issue a show cause” order to the Philippine Coastal Storage &amp; Pipeline Corporation (PCSPC) for the fuel oil slick that currents carried across the pristine waters of Subic Bay.</p>



<p>“I will call for a technical conference when I issue a show cause”, dela Llana said.</p>

<p>Diesel is considered as “one of the most acutely toxic oil types” that can taint and impact marine life like fish, crabs, sea weeds and corals, but may also affect birds “by direct contact”.</p>



<p>According to dela Llana,  the slick “might be diesel” based on the pictures taken by Subic Bay News from 11:03 AM to 12:24 PM showing the fuel oil slick, estimated a hundred meter long and around 15 meters wide at some point,  travel several kilometers from the PCSPC ports to the shores of Subic Bay International Airport (SBIA).</p>



<p>PCSPC did not respond to messages sent by Subic Bay News to inquire on the matter.</p>



<p>PCSPC denied the possibility of their piers being the source of a spill, according to dela Llana, when she called the company’s attention.</p>



<p>“Ako po mismo ang nagtanong,” she said, but was told “no operation and wala pong barko ang Coastal (PSCPC) ngayon”. However, it appears that PCSPC lied to dela Llana because at least three vessels were at the company’s piers on Thursday morning, namely MT Jag Parth, MT Chelsea Excellence and MT Hoya Grace.</p>



<p>The source of the spill may not necessarily have come from vessels, though, as it could also have come from PCSPC’s own fuel pipes on the piers leading to and from the company’s several storage tanks with a total capacity of around one billion liters.</p>



<p>PCSPC, also referred to as Coastal, may face stiff fines and penalties, on top of a tarnished image if found responsible for the Maundy Thursday fuel oil spill in Subic Bay. (VVV) ###</p>

<p>Malacañang on Friday released the list of regular holidays and special non-working days for 2024.<br>
    President Ferdinand R. Marcos Jr. on Wednesday signed Proclamation 368, which contains the list of holidays for next year.<br>
    Under the proclamation, the following dates are declared regular holidays and special non-working days:</p>



<p>Regular holidays:<br>
January 1 (Monday) – New Year’s Day<br>
March 28 – Maundy Thursday<br>
March 29 – Good Friday<br>
April 9 (Tuesday) – Araw ng Kagitingan<br>
May 1 (Wednesday) – Labor Day<br>
June 12 (Wednesday) – Independence Day<br>
August 26 (last Monday of August) – National Heroes Day<br>
November 30 (Saturday) – Bonifacio Day<br>
December 25 (Wednesday) – Christmas Day<br>
December 30 (Monday) – Rizal Day</p>



<p>Special (non-working) days:<br>
August 21 (Wednesday) – Ninoy Aquino Day<br>
November 1 (Friday) – All Saints’ Day<br>
December 8 (Sunday) – Feast of the Immaculate Conception of Mary<br>
December 31 (Tuesday) – Last Day of the Year</p>



<p>Additional special (non-working) days:<br>
February 10 (Saturday) – Chinese New Year<br>
March 30 – Black Saturday<br>

    According to Proclamation 368, Feb. 10, 2024 may be declared as a special (non-working) day without detriment to public interest as Chinese New Year is one of the “most revered and festive events” celebrated not only in China but also in the Philippines.<br>
    The proclamation also states that Black Saturday, which falls on March 30, 2024, has been traditionally declared a special non-working day nationwide, considering that the observance of Holy Week is “one of the most cherished traditions of the predominantly Catholic people.”<br>
    It said that under Republic Act (RA) 9256, Aug. 21 of every year is declared as a national non-working holiday to commemorate the death anniversary of former Senator Benigno S. Aquino Jr.<br>
    Proclamation 368 also declares Dec. 8 of every as a special non-working holiday in the entire country to commemorate the Feast of the Immaculate Conception of Mary, under RA 10966.<br>
    Under the proclamation, Nov. 2, 2024 has also been declared as an additional special non-working day to “strengthen family ties by providing more time for the traditional All Saints&#8217; Day, All Souls&#8217; Day activities, as well as promote domestic tourism.”<br>
    The proclamations declaring national holidays for the observance of Eid al-Fitr and Eid al-Adha will be issued after the approximate dates of the Islamic holidays have been determined, based on the Islamic calendar or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient.<br>
    The National Commission on Muslim Filipinos is designated to recommend to the Office of the President the actual dates on which the Eid al-Fitr and Eid al-Adha holidays will respectively fall.<br>
    Proclamation 368 directs the Department of Labor and Employment to promulgate the implementing guidelines.<br>
    The proclamation, which takes effect &#8220;immediately,&#8221; must be published in a newspaper of general circulation.</p>



<p>&#8216;Feb. 25 falls on a Sunday&#8217;<br>
    Based on the new proclamation, Feb. 25, or the day Edsa People Power Revolution Anniversary is celebrated annually, has not been included in the list of holidays for 2024.<br>
    In a statement, the Office of the President (OP) explained the non-inclusion of Feb. 25, 2024 in the holiday list, saying it “falls on a Sunday.”<br>
    “The Office of the President maintains respect for the commemoration of the EDSA People Power Revolution. However, it was not included in the list of special non-working days for the year 2024 because February 25 falls on a Sunday,” the OP said.<br>
    “There is minimal socio-economic impact in declaring this day as a special non-working holiday since it coincides with the rest day for most workers and laborers,” it added. (PNA)</p>

Vizcocho, Jr. as the president of the Central Luzon Media Association (CLMA) for 2023-2024 in simple rites held at MG Grand Hotel, Subic Bay Freeport Zone.<br>     Vizcocho, who took over Carmela Reyes-Estrope of Bulacan, said that while the welfare and security of media persons shall remain a major priority concern of the organization, under his term “policing our own ranks is as important” to avoid becoming tools of unscrupulous entities and individuals who advance their own personal and ideological agenda using the media. </p>

<p><br>     Some one hundred (100) members of CLMA chapters from the seven (7) provinces of Central Luzon attended the oath-taking that capped a day-long series of activities marking the organization’s 45th Anniversary.<br>     Earlier in the day, a Mangrove propagation activity was conducted by the group joined by other organizations that include the Olongapo City Medical Society (OCMS), Bases Conversion and Development Authority (BCDA), North Luzon Expressway (NLEx), GN Power/GMEC, and Subic Bay Metropolitan Authority (SBMA), among others. Some 300 propagules were planted at the Binictican Mangrove Area where the group, anchored by the Samahan ng Mamamahayag sa Subic Freeport (SMSF) held the same activity in February of this year.<br>     Following the Mangrove Propagation activity, the regional media group held its General Assembly at Diamond Hotel, Subic Bay Freeport where Vizcocho’s pre-election was affirmed, and the rest of the officers were elected, namely Billy Nuqui (Tarlac), executive vice president; Deng Pangilinan (Pampanga), vp online; Bernie Diaz (Bulacan), vp print; Jason de Asis (Aurora), vp radio; Jonas Reyes (Zambales/Olongapo), secretary; Alex Galang (Zambales/Olongapo) treasurer; Eloisa Silverio (Bulacan), auditor; and Sonia Carpio (Nueva Ecija), secretary-general.<br>     Members of the Board of Directors are Lalaine Santos (Bulacan), Theofel Santos (Bulacan), JP Manalang (Pampanga), Lara Cunanan (Pampanga), Menchie D. Matias (Nueva Ecija), Cinderella Gonzales (Nueva Ecija); Dina Diaz (Tarlac); Menchie Hernandez (Tarlac); Aileen Sanchez (Zambales/Olongap0) and Dante Salvaña (Zambales/Olongapo).<br>     After spending the night at Subic’s Horizon Hotel, the CLMA members, along with the NPC officers, were treated to a tour of The Garden by Pacific Ace Building also in the Freeport, where they witnessed the fusion of modern amenities and nature.<br>     The Garden hosts, among others, Regus’ 147 work stations, the only one of its 4,000 locations worldwide that boasts of many real plants both in and outside the building. Regus is an international company that offers businesses professional workspaces of various sizes.</p>
