<p style="text-align: justify;"><strong>Subic Bay Freeport – The Subic Bay Metropolitan Authority (SBMA) generated ₱389 million in revenues from port operations during the first quarter of 2026, with a 20 percent increase from last year’s ₱324 million.</strong><br />
SBMA Senior Deputy Administrator for Port Operations Ronnie Yambao disclosed that the Seaport Department alone generated ₱302 million of the said amount, the Airport Department with ₱50 million, and the Trade Facilitation and Compliance Department (TFCD) at ₱36 million.<br />
According to Yambao, the Seaport Department generated ₱302 million from higher Vessel and Cargo Charges which increased by 31 percent, while the number of ship calls also increased by 20 percent.<br />
The Port of Subic recorded a total of 463 ship calls by foreign and domestic vessels, 171 of which were bulk and break-bulk vessels, recording a 29 percent increase. Meanwhile, there was also an 18% increase in recorded port calls with 159 liquid bulk vessels.<br />
“Consequently, revenues from SBMA’s share in Pilotage Services also increased by 20 percent, while Tugboat Services posted a significant 75 percent growth,” he said.<br />
Revenues from wharfage fees also escalated by 24 percent with an increase in total volume of containerized cargo by 3 percent. This was driven mainly by a 5 percent growth in imports, equivalent to 28,070 TEUs.<br />
Major contributors included assorted food products from Ecossential Foods Corp., and rubber products from Yokohama Tires Philippines Inc. Export cargoes likewise grew substantially by 31 percent, reaching 15,757 TEUs, primarily contributed by DSV Air and Sea Inc. and Yokohama Tires Philippines Inc.<br />
Meanwhile, non-containerized cargo volume posted a remarkable 30 percent increase, mainly driven by bulk and break-bulk cargoes, which rose by 47 percent. Key commodities contributing to this growth included rice (up by 331 percent), corn (up by 571 percent), soybeans (up by 15 percent), wheat (up by 16 percent), and liquid bulk petroleum products (up by 11 percent).<br />
Yambao added that revenues from SBMA’s share in Cargo Handling Services increased by 22 percent, largely from Amerasia International Terminal Services Inc., Mega Subic Terminal Services Inc., and Subic Bay Freeport Grain Terminal Services Inc.<br />
The Port of Subic Bay is one of the largest, busiest, and most strategically significant seaports in the Philippines. Managed by the SBMA, this naturally deep-water harbor operates within a tax and duty-free zone, making it a prime regional gateway for international trade across Asia and a vital economic alternative to the congested Port of Manila.</p>

<p style="text-align: justify;"><strong>Manila,—From June 3 to 7, the U.S. Embassy in the Philippines, through its Regional English Language Office, hosted the ASEAN English Leadership Forum in Makati City to advance policies on English Medium Instruction (EMI)—or using the English language to teach academic subjects—and leverage American artificial intelligence (AI) to improve K-12 and higher education systems in the region.</strong><br />Designed by the Regional English Language Offices at the U.S. Embassies in Manila, Jakarta, Bangkok, and Hanoi, the ASEAN English Leadership Forum convened 34 academic and government officials who shape curriculum and language policy in schools and higher education institutions in all 11 ASEAN member states. With the guidance of Dr. Martha Bigelow, Professor of Second Language Education at the University of Minnesota, each participating delegation formulated an institutional strategic plan on advancing EMI that will be presented to their home university, school system, or education ministry.<br />“As ASEAN Chair, the Philippines is shaping regional cooperation. The ASEAN English Leadership Forum showed what the U.S.-Philippines partnership produces when we work toward a shared goal,” Jeff McIlvenna said. “Every participant built their own plan, grounded in their own institution, and left with something they can act on. hat is American engagement producing real results,” he added.<br />Participants visited the Philippine Normal University and the University of Makati to examine how these institutions prepare students to work in an English-speaking professional environment—a challenge faced by education leaders across the region. By reviewing curriculum standards developed through U.S. collaboration programs, leaders explored practical ways to integrate professional language into technical degree programs in ASEAN.<br />AI was a central theme throughout the forum. Microsoft Philippines led a session showcasing the way American technology is setting the standard for measuring and delivering educational outcomes in schools across Southeast Asia. Participants learned to apply AI tools from the United States for improved teaching and learning, such as the use of Microsoft Teams as an AI-powered language tutor that provides students with customized feedback and real-time interaction.<br />McIlvenna followed with a workshop on how universities can integrate AI as a genuine learning tool while ensuring assessments are able to measure real student ability. Participants explored oral defenses and project-based evaluation as methods that keep human learning at the center of their programs.<br />A notable outcome of the Forum was the development of the Institutional Leadership Playbook—a practical, step-by-step strategy document that provides academic leaders with a blueprint for updating degree programs, setting teaching standards for technical staff, and securing approval from senior leadership.<br />“Under our national curriculum framework, achieving a high level of English proficiency is our immediate, vital benchmark for educators. While EMI is not yet active in our teacher education institutions, the Institutional Leadership Playbook developed through this Forum allows us to look toward the future. It provides a realistic framework to lay the groundwork today, ensuring that as we chart a long-term horizon toward EMI, we are steadily cultivating the faculty capacity and institutional standards necessary for enduring success,” said Dr. Vichheka Khuon, a forum participant from Cambodia.<br />The Regional English Language Office (RELO) in Manila advances U.S. interests in the Philippines and the region by promoting English language teaching and learning programs that strengthen people-to-people ties between the United States and the Philippines. <p style="text-align: justify;"><strong>The Zambales Provincial Government, led by Governor Jun Ebdane, commemorated the 128th Philippine Independence Day in a ceremony held today, June 12, 2026, at the Capitol Grounds in Iba, Zambales.</strong><br />With the theme “Kalayaan. Kinabukasan. Kasaysayan.” the celebration highlighted the importance of independence, patriotism, and unity as foundations for a more prosperous future for every Filipino.<br />In his message, Governor Ebdane paid tribute to the heroism and sacrifice of Filipinos who gave their lives for the country’s freedom. Layon ng GFH na tiyakin na ang mga lokal na pamahalaan ay sumusunod sa mga alituntunin sa tamang pagba-budget, maayos na bookkeeping, at tapat na paglalathala ng mga impormasyong pinansyal para sa kaalaman ng publiko.<br>Sa pamamagitan ng parangal na ito, muling pinagtitibay ang kahusayan ng Zambales sa transparency, accountability, at good governance—mga haliging nagbubukas ng daan tungo sa mas mahusay, episyente, at makabuluhang serbisyo para sa bawat Zambaleño.<br>Nagpaabot ng pagbati ang Pamahalaang Panlalawigan ng Zambales sa pamumuno ni Gobernador Jun Ebdane sa lahat ng opisyal at kawani ng lalawigan at ng 13 munisipalidad, gayundin sa mga Zambaleño na katuwang sa pagpapanatili ng tapat at maayos na pamahalaan.<br>&#8220;Ang pagkilalang ito ay hindi lamang para sa pamahalaan, kundi para sa bawat Zambaleño na patuloy na nagtitiwala, nakikilahok, at nakikibahagi sa pagtataguyod ng mabuting pamamahala,&#8221; pahayag ng pamahalaang panlalawigan.</p>

<p style="text-align: justify;"><strong>Clark airport&#8217;s operator, Luzon International Premiere Airport Development (LIPAD) Corporation, on Wednesday welcomed Lufthansa Technik Philippines&#8217; expansion plan, strengthening Clark&#8217;s position as an emerging aerospace hub.</strong></p>
<p style="text-align: justify;">Lufthansa will establish a new base maintenance facility at Clark International Airport (CRK). This will complement its existing operations in Manila, and expand the company&#8217;s maintenance, repair and overhaul (MRO) capabilities in Asia Pacific.</p>
<p style="text-align: justify;">On Wednesday, LIPAD president Noel Manankil welcomed Lufthansa Technik chief executive officer Soeren Stark, chief Human Resources officer Janna Schumacher, and Lufthansa Technik Philippines president Holger Beck as they inspected the site.</p>
<p style="text-align: justify;">Lufthansa Technik Philippines, a joint venture between Lufthansa Technik and MacroAsia Corporation, will develop the facility on a 157,000-square-meter site at CRK.</p>
<p style="text-align: justify;">The new facility is expected to accommodate up to nine wide-body aircraft bays, and will begin operations in 2028.</p>
<p style="text-align: justify;">Lufthansa Technik Philippines currently specializes in the maintenance, repair and overhaul of Airbus A330, A340, A350, and A380 aircraft, as well as Boeing 777 aircraft.</p>
<p style="text-align: justify;">The Clark facility will add support for the Boeing 787, further expanding the company&#8217;s service portfolio.<br />&#8220;This investment by Lufthansa Technik reflects the confidence global aviation leaders have in Clark International Airport and in the opportunities available in Central Luzon,&#8221; Manankil said in a statement.<br />&#8220;Developments such as this demonstrate Clark&#8217;s ability to accommodate world-class aviation operations,&#8221; he added. 										<content:encoded><![CDATA[<p style="text-align: justify;"><strong>The Bases Conversion and Development Authority (BCDA) has secured Php48 billion from the disposition of a 61-hectare property occupied by Ninoy Aquino International Airport (NAIA) Terminal 3 in Pasay City, unlocking a major source of funding for nationwide infrastructure development while paving the way for the airport’s long-term modernization and expansion.</strong></p>
<p style="text-align: justify;">The ceremonial agreement held on June 11, 2026 between the BCDA and the Manila International Airport Authority (MIAA), transfers ownership of one of the country’s most strategically important government properties and marks the culmination of years of negotiation between the two government agencies.</p>
<p style="text-align: justify;">Under the agreement, MIAA will pay BCDA Php48 billion, including an initial Php10 billion downpayment and the balance through semi-annual installments over 15 years. The transaction strengthens the government’s capacity to invest in critical infrastructure while enabling MIAA to undertake long-term improvements that will enhance passenger experience, operational efficiency, and airport capacity at the country’s premier international gateway.</p>
<p style="text-align: justify;">MIAA General Manager Eric Jose C. Ines described the acquisition as a strategic investment that strengthens MIAA&#8217;s stewardship of one of the country&#8217;s most important aviation assets.<br />&#8220;By securing ownership of the Terminal 3 property, MIAA strengthens its stewardship of a strategic government asset and reinforces its ability to support the long-term development of the country&#8217;s premier gateway. This acquisition provides greater certainty for long-term planning, sound asset management, and the continued advancement of Philippine aviation,&#8221; Ines said.<br />Ines likewise noted that the successful implementation of the NAIA public-private partnership project marked a new chapter for MIAA.</p>
<p style="text-align: justify;">&#8220;As we continue to strengthen our role as a regulatory and oversight institution. securing ownership of the Terminal 3 property further reinforces our responsibility as steward of the country&#8217;s premier gateway and supports our commitment to ensuring the long-term sustainability and development of this strategic asset,&#8221; Ines added.</p>

<p>Optimizing public asset</p>



<p>The deal secures MIAA&#8217;s ownership of the land and infrastructure housing NAIA Terminal 3, which will allow the airport authority to pursue substantial and lasting investments in the facility&#8217;s modernization, expansion, and long-term development.<br>As passenger traffic continues to grow, the transfer positions MIAA to pursue critical upgrades, expansion initiatives, and modernization projects needed to meet increasing demand and strengthen the Philippines’ connectivity to global markets. NAIA closed 2025 with 27 million passengers, demonstrating strong and sustained demand for air travel and reinforcing the importance of enhancing airport capacity and services.<br>In line with President Ferdinand R. Marcos Jr.&#8217;s directive, through the Department of Transportation, to modernize the country&#8217;s transport infrastructure, the acquisition reinforces the government&#8217;s commitment to the long-term development and sustainability of NAIA and to building a more efficient, reliable, and globally competitive aviation sector.<br>For BCDA, the proceeds will support its mandate under Republic Act No. 7227 to transform former U.S. military reservations into engines of economic growth.<br>Proceeds from land dispositions including sales, leases, joint ventures, and concession fees are channeled toward national development priorities of which a portion is remitted to the Bureau of the Treasury as dividends and contributions to the Armed Forces of the Philippines and other beneficiary agencies, while the remainder funds infrastructure development across BCDA&#8217;s portfolio of economic zones, strengthening their long-term competitiveness as investment destinations.</p>

<p style="text-align: justify;"><strong>The Philippine Marine Corps (PMC) and the United States Marine Corps (USMC) officially launched KAMANDAG Exercise 10-2026 on June 15, 2026 during an opening ceremony at Acero Hall, Marine Barracks Rudiardo Brown, Fort Bonifacio, Taguig City.</strong></p>
<p style="text-align: justify;">This year’s exercise brings together forces from the Japan Ground Self-Defense Force (JGSDF) and the Republic of Korea Marine Corps (ROKMC), with representatives from Australia, Bahrain, Canada, France, Germany, the Netherlands, Spain, and Thailand participating as observers.</p>
<p style="text-align: justify;">Training activities will be conducted across Northern and Central Luzon, Palawan, Tawi-Tawi, and Cavite, focusing on maritime security, amphibious operations, airfield and island defense, seaborne maneuver, military free fall, and close air support to enhance interoperability and operational readiness.</p>
<p style="text-align: justify;">Brigadier General Bob R. Apostol PN(M), Exercise Director, underscored KAMANDAG’s role as a premier multinational training platform that strengthens cooperation, readiness, and interoperability among partner forces.</p>
<p style="text-align: justify;">Now on its 10th iteration, KAMANDAG continues to reinforce military partnerships and support collective efforts toward a peaceful, stable, and free Indo-Pacific region.</p>]]></content:encoded>
