<p><strong>CAMP AGUINALDO, Quezon City, Philippines – The Armed Forces of the Philippines hosted the closing ceremony of Exercise Balikatan 2026, May 8, marking the successful completion of the largest annual military exercise between the Philippines and the United States.</strong><br>The ceremony was a celebration of a successful exercise and a reminder of the shared values that underpin it. This 41st iteration of the exercise proved to be the most expansive Balikatan to date. Five ally and partner nations joined the Philippines and United States – Australia, Japan, Canada, France, and New Zealand – bolstering the shared knowledge, capabilities, and momentum of the exercise from start to finish.<br>“Balikatan 2026 marked a strategic evolution from a bilateral exercise to a full-scale, multinational mission rehearsal for the defense of the Philippines,” said U.S. Navy Adm. Samuel J. Paparo, commander of U.S. Indo-Pacific Command. “That growth reflects the security environment. It reflects the sovereign choices of free nations.”<br>The 19-day exercise highlighted the combat credibility, crisis readiness, and spirit of cooperation forged over decades of U.S.-Philippines bilateral training and reinforced by a growing coalition of like-minded partners and allies.<br>Combat credibility starts with detailed planning and strategic logistics. Long before the opening ceremony, service members dedicated months to the tactical plans, life support considerations, and safety precautions, paving the way for operations to begin. In March, AFP and U.S. forces, alongside civilian entities, conducted a Maritime Prepositioning Force offload to prepare equipment and sustainment for the exercise, strategically moving items from Mindanao through Subic Bay and onto training areas.<br>With combat power in position, the combined and joint force conducted complex all-domain live-fire events, enhancing air and missile defense, counter-landing, and maritime security and strike capabilities. These events integrated advanced capabilities into realistic scenarios across the archipelago, demonstrating how combat power becomes credible when applied by a capable, multinational force.<br>Combat credibility was also on display at sea – the Philippines, United States, Australia, Japan, and Canada conducted a Multilateral Maritime Event off the western coast of Luzon, featuring training inlive-fire gunnery, anti-submarine warfare, and replenishment at sea as well as deck landing qualifications.<br>“Balikatan was never simply about conducting activities,” said Philippine Army Gen. Romeo S. Brawner Jr., chief of staff of the Armed Forces of the Philippines. “It was about strengthening the ability to respond together in real, complex conditions. And that matters because in today’s security environment, readiness cannot be improvised.&#8221;<br>Crisis readiness was built as partner forces conducted advanced aeromedical, combat search-and-rescue, and mass casualty training. And readiness was called upon the first day of the exercise when AFP and U.S. forcesresponded to a vehicular accident, extracting multiple injured civilians from a ravine while aviation units coordinated rapid helicopter medical evacuations. Their coordinated response highlights that this year’s events are a product of decades of military cooperation.<br>Throughout the exercise, the spirit of cooperation extended directly into local communities. At five sites across the archipelago – from Mindanao to Palawan to Northern Luzon – service members worked alongside local leaders, barangay rural healthworkersand community partners to support medical and dental exams, health education, classroom technology, infrastructureprojectsand community engagements tailored to local priorities; lasting impacts of health engagements and engineering projects will provide value to the lives of more than 60,000 Filipinos.<br>The exercise&#8217;s success in enhancing combat credibility, crisis readiness, and the spirit of cooperation represents a shared commitment to regional peace and stability that is the foundation of the 1951 U.S.-Philippine Mutual Defense Treaty, stronger than ever 75 years after signing.<br>“These anniversaries remind us that our alliance is not merely a matter of treaty obligations. It is a living partnership, designed and strengthened across generations, and grounded in shared values, mutual respect, and common purpose,” said Y. Robert Ewing, chargé d’affaires, a.i., at the U.S. Embassy in the Philippines. “Exercise Balikatan serves as a powerful testament to our alliance in action. <p><strong>More than 200 residents of Sta. Cruz and Candelaria, Zambales gained easier access to government services and community support initiatives as the Department of Environment and Natural Resources (DENR) brought a mobile permitting drive and environmental assistance directly to their barangays in line with the Earth Day celebration.</strong></p>



<p>CENRO Masinloc Officer Donaver Guevarra reported that the two-day activity enabled residents of Barangays Guisguis, Guinabon, and Uacon to receive on-site assistance for chainsaw registration, land titling, tree-cutting permits, and tenurial instrument applications.</p>



<p>He added that the office also distributed 50,000 forestry and fruit-bearing seedlings to support reforestation, biodiversity conservation, climate change mitigation, and sustainable livelihood opportunities in local communities.</p>



<p>Marife Castillo, provincial head of the DENR office in Zambales, said the activity demonstrated how bringing services closer to communities can improve public access to government assistance while strengthening local participation in environmental protection efforts.</p>



<p>“By bringing both services and environmental support directly to the barangays, we are helping communities access government assistance more easily while encouraging shared responsibility in protecting and restoring our natural resources,” Castillo said.</p>



<p>DENR Regional Executive Director Ralph Pablo said delivering DENR services at the barangay level helps make government assistance more accessible while encouraging stronger public participation in environmental protection.</p>



<p>“Taking DENR services to the barangay level removes barriers for ordinary citizens and shows that protecting our forests goes hand in hand with serving the public. When communities, government and industry work together, we plant not only trees but also long-term resilience,” Pablo said.</p>



<p>The activity was conducted in partnership with Eramen Minerals Inc., Zambales Diversified Metals Corp., and Zambales Chromite Mining Inc., in support of their environmental protection, rehabilitation, and reforestation commitments.</p>



<p>Guevarra said CENRO Masinloc will continue to strengthen community-based programs and partnerships that promote better public service access, sustainable development, and responsible stewardship of natural resources.</p>

<p>Subic Bay Freeport &#8211; The Philippine National Oil Company (PNOC), a government-owned and -controlled corporation (GOCC), has recently received a major diesel fuel shipment at the Port of Subic Bay, signaling a crucial step in bolstering the country’s energy reliability. The shipment consists of 44,119 metric tons—or 329,505 barrels of diesel fuel.<br>Subic Bay Metropolitan Authority (SBMA) Senior Deputy Administrator for Port Operations Ronnie Yambao said that the shipment of PNOC&#8217;s 329,505 barrels or 44,119 metric tons of diesel arrived in Subic Freeport on April 10 through the Philippine Coastal Storage and Pipeline Corporation (PCSPC) storage facility.<br>He added that as of March 30, the Bureau of Internal Revenue (BIR) had already issued a special permit to the PNOC Exploration Corporation (PNOC-EC) to fast-track the emergency importation of petroleum products, especially diesel, to stabilize the nation&#8217;s energy supply.<br>&#8220;The special permit is designed to bypass standard bureaucratic processes and customs procedures that could delay immediate importation of fuel,&#8221; he said.<br>The PNOC-EC is set to procure a total of two million barrels of oil and 22,000 metric tons of LPG to build a national buffer stock, aiming to mitigate price volatility and secure supply.<br>These emergency stocks that are expected to augment around 10 days of the country’s additional fuel supply and strengthen LPG reserves, are being secured in response to Middle East market disruptions.<br>Subic Bay Freeport is home to the PCSPC, the largest petroleum product import storage facility in the Philippines, which stores a significant portion of the national buffer stock. The facility currently has a storage capacity of approximately 6.3 million barrels (roughly one billion liters) of fuel.<br>It occupies about 160 hectares and accounts for 20% of the total fuel storage capacity in the Philippines. The depot is spread across the Boton and Maritan Hill areas within the Freeport.<br>The facility uses the infrastructure of the former U.S. Naval Base in Subic Bay. At its peak during the Vietnam War, the site handled the largest volume of fuel oil compared to any U.S. naval facility worldwide.<br>It serves as a critical hub for storing and distributing various fuel products—including diesel, gasoline, and jet fuel—to major regions like Metro Manila, Central Luzon, and Northern Luzon.</p>

<p><strong>IBA, Zambales — The Department of Social Welfare and Development (DSWD) launched the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP) in Zambales on April 15, strengthening national efforts to build disaster-resilient and empowered communities.</strong><br>Implemented under the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services, the PCRP provides targeted support to barangays, particularly those with limited resources, through community-driven projects that address critical gaps in infrastructure and social services.<br>These interventions aim to enhance local resilience while promoting inclusive and sustainable development at the grassroots level.<br>The launch also included the signing of a Memorandum of Agreement between the Provincial Government of Zambales, led by Governor Hermogenes Ebdane Jr., and DSWD Central Luzon, headed by Regional Director Venus Rebuldela, to ensure the effective implementation of the program.<br>Local government units from the municipalities of Botolan, Cabangan, Palauig, Iba, San Marcelino, and Subic joined the agreement, represented by their respective local chief executives and officials.<br>Rebuldela thanked the provincial government for supporting the project, noting that Zambales is the first province in Central Luzon to implement the PCRP.<br>“The project strengthens the aspect of resilience in community-driven development (CDD), where communities themselves plan, implement, and sustain sub-projects that address the issues in their locality. <p>IBA, Zambales — A total of 24 beneficiaries in Zambales received land titles from the Department of Environment and Natural Resources (DENR), strengthening their security of tenure and improving their access to stable housing, livelihood opportunities, and long-term economic stability.<br>The land titles were awarded during the program “Handog Titulo: From Vulnerability to Stability, A Title of Hope,” providing beneficiaries with legal proof of ownership that helps protect them from displacement and improves their opportunities for social and economic development.<br>DENR Regional Executive Director Ralph Pablo said secure land titles are more than legal documents, as these serve as instruments of empowerment for families and communities.<br>“Secure land titles are more than documents. They are instruments of empowerment that protect families from displacement, unlock access to credit and livelihood opportunities, and enable women to claim their rightful place in community decision-making,” Pablo noted.<br>He added that stronger land rights, particularly for women, contribute to building more resilient households and communities.<br>Olongapo Community Environment and Natural Resources Officer Edward Sernadilla reported that among the beneficiaries is the PREDA Foundation, a non-government organization that supports vulnerable children and communities.<br>“The titles awarded to PREDA Foundation beneficiaries were the result of strong collaboration among the DENR, local communities, and the city government of Olongapo led by Mayor Rolen Paulino,” he said.<br>DENR Provincial Environment and Natural Resources Office Zambales chief Marife Castillo said the initiative reflects the government’s sustained effort to transform land titling into a pathway toward dignity and economic stability.<br>She added that the “Handog Titulo” program transforms hope into tangible ownership, and that the DENR continues to work with partners and communities to ensure land titling promotes dignity, economic independence, and sustainable stewardship of natural resources.<br>The activity was also held in line with the observance of National Women’s Month, underscoring the role of secure land ownership in advancing women’s empowerment and promoting inclusive and sustainable community development. <p>The Department of Environment and Natural Resources (DENR) has signed a Memorandum of Agreement (MOA) with AP Renewable Energy Corporation (APREC) and the Gala Aeta Kulihig Association Inc. (GAKAI) to strengthen reforestation and forest protection efforts in Zambales.<br>The partnership aims to rehabilitate, maintain and protect more than 74 hectares of forestland in San Marcelino and Subic towns over a five-year period.<br>Under the agreement, the parties will work together on seedling production, tree planting, plantation maintenance, and site protection to help restore forest cover and improve the condition of the adopted areas.<br>DENR Regional Executive Director Ralph Pablo said the agreement underscores the value of collaboration in advancing sustainable forest management and environmental protection.<br>“This agreement highlights how government, the private sector, and local communities can work together to pursue meaningful and sustained reforestation efforts while promoting responsible environmental stewardship,” Pablo noted.<br>As lead implementing agency, the DENR will provide technical supervision and assistance, including survey and planning, monitoring, documentation, and capability-building support to ensure the effective implementation of the project.<br>APREC, for its part, will fund the project, including activities related to rehabilitation, maintenance, protection, and community awareness throughout the five-year implementation period.<br>GAKAI, a community-based people’s organization, will facilitate nursery establishment, seedling production, planting, maintenance, and protection of the project areas in coordination with DENR and APREC.<br>According to Marife Castillo, head of the DENR provincial office in Zambales, fruit-bearing trees, bamboo, and timber species, preferably native species, will be planted to enrich existing vegetation and support long-term forest recovery.<br>“Protecting and rehabilitating our forestlands requires not only resources, but also strong partnerships and shared accountability. Through this agreement, we are helping ensure that reforestation efforts are sustained and that local communities remain active partners in caring for our natural resources,” Castillo ended.<br>The initiative supports the government’s Enhanced National Greening Program, which seeks to address climate change, biodiversity loss, and environmental degradation through reforestation and sustainable forest management.</p>

<p><br>CENRO Masinloc chief Donaver Guevarra underscored the importance of strengthening enforcement capabilities and inter-agency coordination to address environmental threats in the protected area.<br>“Enhancing our law enforcement efforts is crucial to protecting natural resources within MOBPLS. This training equips our partners with the legal knowledge and operational skills needed to respond effectively to violations,” Guevarra said.<br>The training highlighted the Environment and Natural Resources Law Enforcement Manual of Operation (ELEMO), issued under DENR Administrative Order No. 2026-04, which standardizes procedures for investigation, surveillance, arrest, search, detention, and evidence handling.<br>More than 50 enforcement partners participated in the activity, including representatives from the Bureau of Fisheries and Aquatic Resources, Philippine Ports Authority, Philippine Coast Guard, Philippine National Police Maritime Group, members of the Protected Area Management Board, local government’s Bantay Dagat from Masinloc and Palauig, and the DENR Protected Area Management Office.<br>DENR Regional Executive Director Ralph Pablo said the initiative reflects the agency’s continuing commitment to strengthen environmental governance under the Expanded National Integrated Protected Areas System Act of 2018.<br>This outlines provisions on protected area governance, prohibited acts, and corresponding penalties, as well as enforcement procedures including apprehension, seizure, documentation, case filing, and coordination protocols under the MOBPLS Tactical Operations Center.<br>“The success of environmental protection depends on strong collaboration and commitment among all stakeholders. By enhancing enforcement knowledge and coordination, we are building a more responsive and capable workforce for protected area management,” Pablo ended.<br>MOBPLS, established under Republic Act No. 11038, remains a vital and strategic marine protected area in the West Philippine Sea of Central Luzon, playing a key role in biodiversity conservation and sustainable resource management.</p>
