Angat Power Plant REHAB via PPP
Regional Development Council (RDC) recently gave the green light for the rehabilitation, operation, and maintenance of two Angat Hydro-Electric Power Plant (AHEPP) auxiliary turbines via Public-Private Partnership (PPP).
“Angat Dam is a multi-purpose dam that supplies 97 percent of raw water requirements of Metro Manila, irrigates around 28,000 hectares of farmlands in Bulacan and Pampanga, serves as flood control facility during heavy rains, and generates 246 megawatts of electricity for the Luzon grid through AHEPP.
Its irrigation water supply passes through the main turbines of AHEPP appurtenances while domestic water passes through its five auxiliary turbines namely AN1, AN2, AN3, AN4, and AN5,” said Severino Santos, National Economic and Development Authority (NEDA) Regional Director and RDC Vice Chairman AN1, AN2, and AN3 are owned by Power Sector Assets and Liabilities Management Corporation (PSALM) and operated and maintained by National Power Corporation (Napocor) while AN4 and AN5 are owned by Metropolitan Waterworks and Sewerage System (MWSS) but are also operated and maintained by Napocor under operation and maintenance agreement with PSALM.
“Auxiliary units AN4 and AN5 are significantly underperforming due to age and a variety of reasons but MWSS has an opportunity to optimize benefits from these two turbines by developing a hydropower generation component.
Power generation is not the core competency of MWSS hence there is a need to enter into an Operations and Maintenance Agreement through PPP” Santos added.
RDC is the highest policy-making body in Central Luzon and serves as the counterpart of the NEDA Board at the subnational level. It is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region and serves as a forum where local efforts can be related and integrated with national development activities.
Council members include all governors, city mayors, municipal mayors of capital towns, presidents of municipal mayors’ league, regional directors of national government agencies and representatives from the private sector. (WLB/CLJD-PIA3)
