Budget Secretary Florencio B. Abad explains the Bottom-up Budgeting program of the Department of Budget and Management during the Northern Luzon BuB Summit held at the Subic Bay Travelers Hotel in the Subic Bay Freeport. The BuB Summit, attended by government and civil society organization representatives, aims to generate observations from stakeholders to come up with recommendations to strengthen community participation in monitoring government-funded projects.
